Panchayat Governance

Institutional structure of Gram Panchayat

Gram Panchayat President

Chief ruler

The president is the chief administrator of the panchayat. He leads the development activities and administrative procedures of the panchayat.

Vice President

Deputy Chief

Provides assistance in administrative activities. In the absence of the President, the Vice President performs administrative duties.

Standing committees are committees that manage development, finance, health, and education activities in the panchayat.

Finance

Standing Committee on Finance

The Finance Standing Committee is the committee that controls the income and expenditure of the panchayat.

Development

Development Standing Committee

Implementing development projects of the panchayat. Aiming at people's welfare and infrastructure development

Health - Education

Health and Education Committee

It is a committee that regulates health and education activities.

Welfare

Standing Committee on Welfare Affairs

It is a committee that implements public welfare schemes. It aims at social security and welfare activities.

Panchayat Secretary & Assistant Secretary

Administration

Provides assistance in the administrative and office activities of the Panchayat[cite: 1]. Works as the Member Secretary of Kudumbashree and coordinator of various welfare schemes. Also handles the implementation of Scheduled Caste development schemes.

Junior Superintendent

He is the officer who supervises the daily office operations of the Panchayat. He coordinates the file operations and the activities of the office sections. He supervises and controls the activities of the employees.

Accountant

An accountant is an officer who manages the financial transactions and accounts of the panchayat. He prepares and maintains income and expenditure accounts. He arranges budget, tax and financial records.

Senior Clerk

The Senior Clerk is an employee who oversees office records and administrative procedures. Coordinates the activities of office sections. Controls the inspection and processing of important files.

Clerk

The clerk is the employee who manages the files and documents of the panchayat. He manages tax collection, applications, office registers. He performs ward-based duties and service activities.

Office Attendant

Provides assistance in the daily office operations of the Panchayat. Performs functions such as document transfer, office arrangement, etc. Provides support for general office support activities.

1. Gram Sabha: The Gram Sabha is the general meeting of the people of the Panchayat. It discusses and recommends decisions on development projects, public needs, and welfare activities.
2. Gram Panchayat Committee: The Gram Panchayat Committee is the governing body consisting of people's representatives. It controls the development and administrative affairs of the Panchayat.
3. President & Vice President: The President and Vice President are the main administrative leaders of the Panchayat. They lead the administrative proceedings.
4. Standing Committees: These are specialized committees working in the areas of development , finance, health and education, welfare, etc.
5. Panchayat Secretary: The Secretary is the chief administrative officer of the Panchayat. He coordinates office operations, file procedures, and administrative management.
